What is the National Disability Insurance Scheme?
The National Disability Insurance Scheme (NDIS) is a way of providing support to Australians with disability. It is for Australians under the age of 65 with a permanent and significant disability and provides them with the reasonable and necessary supports they need to live an ordinary life. The NDIS aims to support people with disability to build skills and capability so they can participate in the community and employment. Assistance from the NDIS is not means tested and has no impact on income support such as the Disability Support Pension and Carers Allowance.
Who can claim funding from the NDIS?
Eligibility Checklist:
- Must be an Australian citizen or permanent resident or protected special category visa holder
- Must live in Australia
- Must be a child or adult aged between 7 – 65 who require support from another person/equipment to complete daily tasks due to an impairment that is likely to be permanent or
- Must be a child aged between 0 – 6 who require current support to reduce the need for supports/equipment in the future. (may be eligible for NDIS ‘Childhood Early Intervention‘)

Advocacy Services:
The National Disability Insurance Scheme Act 2013 defines an independent advocate, in relation to a person with disability, to mean a person who:
- is independent of the Agency, the Commission and any NDIS providers providing supports or services to the person with disability
- provides independent advocacy for the person with disability, to assist the person with disability to exercise choice and control and to have their voice heard in matters that affect them
- acts at the direction of the person with disability, reflecting the person with disability’s expressed wishes, will, preferences and rights
- is free of relevant conflicts of interest.
The Act acknowledges the important role of advocates (including independent advocates) and other representatives of persons with disability; and requires registered NDIS providers to cooperate with, and facilitate arrangements for, advocates (including independent advocates) and other representatives of persons with disability who are affected by complaints or incidents and who wish to be independently supported in that process by an advocate or other representative.
All Communication Matters promotes Advocacy Services in our Service Agreements, website and waiting room signage in our offices at both Hornsby and Erina.
